New 300kbd refinery proposed for East South Africa
Central Energy Fund (CEF), partnering with Saudi Aramco, has proposed a new 300kbd (15Mnta) crude oil refinery along South Africa’s east coast, which is suggested could become operational by 2027-28.
A pre-feasibility study, on what would be the region’s largest refinery, will be completed in the next few weeks, after which a more detailed feasibility study will be conducted, followed by design and capital cost estimates and then front-end engineering and design.
Work on the project is still at an early stage, but indications are that it would cost approx. $10 Bn, this excluded the development of a related petrochemical complex at Richards Bay.
